One Legislator Torpedoed Resolution AKA the Reason Indiana US Term Limit Event was Cancelled

Dear Indiana term limits supporters,

Thank you so much again for signing up for our planned Indiana capitol day on February 7th in Indianapolis. I regret to inform you that this week suffered a setback against the wishes of Hoosiers across the state like you. Earlier in session, Rep. Chris Jeter HD88, with help of Sen. Travis Holdman SD19, introduced House Joint Resolution 2, the U.S. Term Limits resolution calling for a term limits convention to propose term limits on Congress. HJR2 was referred to the House Judiciary Committee. We were given assurances by the chair of that committee that we would be coming up for a vote. Then, earlier this week the chair informed Jeter that the committee was finished its work for the year and that he would not be holding another meeting to consider HJR2. That pushed us up against the “crossover deadline” when legislation has to move from one chamber to the other, and effectively killed the U.S. Term Limits resolution for 2022.

This move has stunned our sponsors and we here at U.S. Term Limits, especially since during session our staff got 40 sitting members of the Indiana General Assembly from both parties to sign the pledge to back the resolution. We were confident we had the votes to pass both chambers this year comfortably. It is further disappointing because it comes at the same time that a new poll just came out from Rasmussen showing that 76% of Indiana voters want term limits on Congress. 


The chairman of the Judiciary Committee who decided it was not important to schedule HJR2 for a vote is Rep. Jerry Torr HD39.

If you would like to call to express your displeasure at this decision, you are encouraged to do so. Please remain professional, but you have every right to express that this means so much to you that you were willing to take a day off to travel to the capitol in person to advocate for this. As chairman of that committee with the power to unilaterally kill a popular bill like this, he is answerable to all Hoosiers.

This is only a temporary setback, and we will be back next year to bring this resolution across the finish line. I will personally be all over the state of Indiana next year talking with local parties and groups to gain their endorsements of this initiative. If you are a member of a local Republican or Democratic Party chapter, or another grassroots organization, let me know. I will come present to your group. Our Indiana State Chair Micah Beckwith will also be working on this.
